What Is the Toughest T20 League in the World?

Using 294 shared players across 11 franchise leagues (last 2 seasons each) to build the first systematic, context-aware ranking of T20 league quality.

Everyone has an opinion: "IPL is the best league." "BBL has declined." "SA20 is the new force." But these claims are almost always anecdotal - based on auction prices, broadcast deals, or which stars play where. Nobody has systematically measured league quality using actual on-field performance data. Until now.

We analyzed 2,858 player-league records across the last 2 seasons of each of 11 franchise T20 leagues (2024/25 and 2025/26 windows), using a context-aware impact metric that accounts for match situation - not raw strike rates or averages, which treat a boundary in a dead rubber the same as one in a last-over chase.

The Key Insight: Players Who Play Everywhere

Roughly 294 players appear in two or more franchise T20 leagues with a meaningful sample (3+ matches each). These "bridge players" are our measurement instruments. If the same player's match impact drops when moving from the BBL to the IPL, that tells us the IPL is harder. Chain enough of these comparisons together across the global network of shared players, and you can rank every league on a single scale.

Why not just use strike rate or economy? Because a batter hitting 40 off 20 when the team is cruising at 170/1 chasing 180 is not the same as 40 off 20 when they're 45/4 chasing 180. Raw stats can't tell the difference. We use the delta metric introduced by Misra and Rajaraman - computed ball-by-ball by projecting the innings score before and after each delivery, then attributing the difference to the batter and bowler. A par-score model built from 35,000+ first-innings deliveries provides the baseline, and an iterative PageRank-style algorithm adjusts for opposition quality. The result: dead-rubber runs are automatically discounted, and clutch performances are weighted higher.

The Ranking

A negative rating means harder - shared players' impact is compressed in that league because opponents are stronger. A positive rating means easier to dominate.

What the tiers mean

Tier 1 - IPL stands alone. Its rating of -4.75 is statistically separated from every other league (the 95% confidence interval [-6.21, -3.26] doesn't overlap with anyone). When any player moves to the IPL, their per-match impact drops by 2-5 win probability percentage points. The IPL combines the world's deepest domestic talent pool with the highest concentration of elite overseas talent.

Tier 2 - SA20 and ILT20. Both rate around -1.4, a clear step above the middle pack. SA20's difficulty is driven primarily by batting conditions (South African pitches and pace attacks), while ILT20 is balanced across both dimensions. The Hundred sits at the boundary of this tier.

Tier 3 - The cluster. PSL, BBL, MLC, and LPL sit between -0.4 and -0.5 with heavily overlapping confidence intervals. We can't confidently rank them against each other - they're comparable in quality. CPL is near neutral.

Tier 4 - BPL and Super Smash. Clearly easier leagues where shared players dominate more. Super Smash's rating (+7.1) comes with a caveat: only 14 bridge players connect it, so the confidence interval is wide.

The Proof: Same Player, Different Leagues

This is where the methodology clicks. Watch what happens to the same player's impact as they move between leagues:

Notice how Andre Russell and Sunil Narine are the exceptions - their highest impact is IN the IPL. They're so dominant that even the hardest league can't suppress them. That's the mark of a true all-time great.

The Pairwise Heatmap

This matrix shows the estimated difficulty gap between every pair of leagues. Read it as: "When the same player moves from the row league to the column league, their impact changes by this many win probability points per match."

The IPL column is a wall of green (harder for opponents) while the BPL column is red (easier). The SA20 vs The Hundred cell is almost zero (-0.07) - they're nearly identical in difficulty despite very different cricketing traditions.

Why Roster Rules Matter More Than Star Names

One of the most surprising findings is that MLC ranks 8th despite fielding many of the same overseas stars as the top leagues, while the ILT20 (UAE) ranks 3rd. MLC has Sunil Narine, Andre Russell, Kagiso Rabada, Trent Boult, Heinrich Klaasen - names that would headline any league in the world. So why does it rate as easier than the ILT20?

The answer isn't about which stars play where. It's about how many non-stars are on the field.

The roster rule gap: ILT20 requires only 2 domestic (UAE) players per XI - meaning 9 out of 11 are international talent. MLC requires 5 domestic (American) players per XI - meaning only 6 out of 11 are overseas. When a bridge player competes in MLC, nearly half the opposition are developing domestic cricketers. In the ILT20, 82% of the opposition is international caliber.

This shows up vividly in the data. Look at 45 players who've played in both leagues:

Each bar is the same player's average delta in MLC minus their average delta in ILT20. Positive = they dominate MLC more. The split is almost even (24 vs 21), and the average gap is near zero (+0.2) - yet MLC rates much lower overall because its connections to OTHER leagues reveal the domestic dilution.

The head-to-head between MLC and ILT20 is essentially a coin flip - the 45 shared players split 24-21 on who dominates more. Shimron Hetmyer averages +17.6 per match in MLC but -0.6 in ILT20 (a gap of +18.2), which might seem to say MLC is easier. But Sikandar Raza goes the other direction: -8.9 in MLC, +7.6 in ILT20 (a gap of -16.6). The direct comparison is inconclusive.

So where does the rating difference come from? From the full network. The ILT20's 148 bridge players also connect to the IPL (gap: +1.66), SA20 (gap: -0.43), The Hundred (gap: -1.39) - and they hold their own against these harder leagues. MLC's bridge players, meanwhile, also connect to the CPL (gap: -0.72) and BPL (gap: +4.41) - easier leagues where they dominate even more than in MLC. The graph solver sees this pattern: ILT20 players compete well against hard leagues, MLC players compete well against easy leagues. The conclusion is that MLC's overall field strength is lower.

The lesson: you can't buy league quality with star power alone. When 5 of your 11 players are developing domestic cricketers, the overseas stars face weaker opposition half the time, their deltas inflate, and the league rates as easier. The ILT20, despite arguably less brand recognition, fields a stronger XI on average because its roster rules demand it.

This has direct implications for leagues trying to grow: the MLC's investment in American cricket development is the right long-term play, but until those domestic players reach international caliber, the on-field product will rate below leagues with fewer domestic roster requirements.

Batting vs Bowling: Where Is Each League Hard?

We ran the model separately on batting deltas and bowling deltas to decompose league difficulty into its two dimensions:

Bottom-left = hardest in both dimensions. Top-right = easiest. IPL is the only league that's top-2 in both batting AND bowling difficulty.

IPL is the hardest to bat in (-2.73) AND the hardest to bowl in (-1.89). No other league is top-2 in both. SA20 is hard because of batting difficulty (-1.24) - South African pitches and pace make scoring tough, but its bowling difficulty is near neutral. The Hundred is the opposite: its bowling difficulty (-1.74) exceeds its batting difficulty (-0.33), making it the hardest league for bowlers to dominate.

The Bridge Player Network

Not all leagues are equally connected. The number of shared players between each pair determines how confident we can be in the pairwise estimate:

ILT20 (UAE) is the most connected hub - 148 bridge players link it to other leagues. The IPL, despite being the strongest league, has only 90 bridge players because most IPL players are Indian domestic talent who don't play other leagues.

The Confidence Intervals

How robust is this ranking? We resampled the 323 bridge players 1,000 times (bootstrap) and re-solved the model each time:

IPL's position at #1 is stable in 100% of bootstrap iterations. SA20/ILT20 at #2-3 stable ~85%. The middle tier (Hundred through MLC) has significant overlap - we can't confidently distinguish between them.

Methodology

How We Did This

  1. Data source: Pre-computed per-match player impact deltas covering the last 2 seasons of each of 11 franchise T20 leagues (21 competition-seasons total, roughly 2024/25 to 2025/26). Super Smash has only 1 season available. All seasons are weighted equally.
  2. Delta metric: The Misra-Rajaraman delta measures each player's ball-by-ball impact by projecting innings scores before and after each delivery, then attributing the difference to batter and bowler. An iterative PageRank-style algorithm adjusts for opposition quality.
  3. Shared players: 294 players with 3+ matches in 2+ leagues serve as bridges between leagues.
  4. Pairwise gaps: For each pair of leagues sharing players, we computed the weighted mean of players' delta differences: gap(A,B) = mean(delta_in_A - delta_in_B).
  5. Graph solving: Weighted least squares finds the single rating per league that best explains all pairwise gaps simultaneously, pinned to mean zero.
  6. Bootstrap: 1,000 resamples of the 294 bridge players produce 95% confidence intervals.

Limitations

Super Smash has only 1 season available (14 bridge players). Players' roles may differ across leagues (batting at #3 vs #5). Roster rules differ (IPL: 4 overseas per XI, ILT20: 9, MLC: 6) - as discussed above, this directly affects measured difficulty. All seasons are weighted equally. Selection bias: players who bridge IPL to BBL are generally elite, possibly compressing the measured gap (the real IPL gap could be even larger).
